Senator John Kennedy Presses for Immediate CLARITY Act Vote

Senator John Kennedy called on the Senate to vote on the CLARITY Act as soon as possible due to the years of legislation debate on the crypto market structure bill.

 

Speaking on the Senate floor, Kennedy said, “We gotta vote, and we need to vote right now, and the American people expect it.” He also stressed, “We need to vote on the cryptocurrency bill, which we’ve spent years on.”

 

Kennedy called on the Senate to not wait for a consensus and to push forward on critical legislation, such as the CLARITY Act, government funding, the Russia sanctions bill, the budget resolution and nominations.

Last Thursday, Senators submitted an ethics counterproposal for the CLARITY Act that so far hasn’t received a response from the White House. This has become the biggest hurdle in getting the crypto bill to a Senate floor vote. A lack of response remains a threat to a Senate vote on the crypto market structure bill.

 

The delay is due to Senate Majority Leader John Thune’s postponement of cloture on the CLARITY Act, which is still in the process of being negotiated and has been pushed aside for other Senate business. Thune later clarified the bill is being sequenced and is still expected to be voted on. Now, lawmakers are waiting for White House input on the ethics proposal before voting on the issue.

Bitwise CIO Warns CLARITY Act Will Become ‘Walking Dead’ if Senate Misses Key Vote

Bitwise CIO Matt Hougan said the crypto industry is likely to continue to move forward regardless of the CLARITY Act’s status in the Senate. He warned, however, that if it was not acted on before the August recess on Wednesday, the legislation would be a “walking dead.”

 

If that is the case, the bill would still be alive but would go through much greater procedural obstacles to become law. The setback will not undo the overall push to create a clear U.S. regulatory regime for digital assets, Hougan said, adding that he believes it will simply slow down that process.

US SEC’s Hester Peirce Expects Senate To Pass Bitcoin CLARITY Act This Week

SEC Commissioner Hester Peirce is hopeful that the Senate will eventually approve the Bitcoin CLARITY Act. “I’m still optimistic that the bill will get finished,” Peirce said.

She added that it would give “the industry and investors and regulators an easier path forward” with “very clear lines” on crypto oversight. Moreover, Peirce noted the SEC will move forward with the goal of regulating crypto notwithstanding the fate of the bill.

“We can do a lot,” she said. In this regard, she referenced the continued efforts in the crypto fundraising, custody, and tokenized securities space. For platforms that deal with both securities and non-security crypto assets, Peirce suggested an improvement in legislation to give it more clarity.

Prediction markets have ruler out the potential of the CLARITY Act approval in 2026 has cooled in the wake of new delays in the U.S. Senate. The change follows Senate Majority Leader John Thune not seeking cloture on the crypto market structure bill Tuesday.

CLARITY Act Eyes US Senate Cloture Vote Filing Today

Senate Majority Leader John Thune could seek cloture on the motion to proceed with the CLARITY Act as early as Wednesday after the procedural hurdles that go with the continuing resolution (CR) are cleared up, said Eleanor Terrett.

 

It’s also likely been delayed by some of the issues she said have not been resolved, such as the lack of votes, failure to reach a bipartisan ethics agreement and the differences over the BRCA. Many in Washington want lawmakers “on the record,” even if the bill ultimately fails, Terrett added.

 

Later, she clarified that the 30 hour period begins only after the invoking of cloture. Meanwhile, the vote can take place after 1 intervening day + 1 hour after the cloture motion is filed. That means the Senate cloture vote on CLARITY Act is expected to be on Friday. Read More.
