Senator Cynthia Lummis Urges Democrats Not To “Kill” Bipartisan CLARITY Act

Senator Cynthia Lummis called on Senate Democrats to support the bipartisan CLARITY Act as it has come into more doubt in the run-up to a key procedural vote this week.

 

In a post on X, Lummis wrote, “Senate Democrats should think hard before killing a bipartisan Clarity Act — 11 months in the making.” She argued the legislation “protects consumers, arms law enforcement, keeps this industry in America,” and includes “a historic ethics agreement covering the President, VP, Congress & federal judiciary.”

The remarks came as Senate Democrats were planning to vote against cloture as reports indicated the three provisions on ethics, illicit financing and yield of stablecoins were stalling any hope of reaching an agreement.

WSJ Editorial Board Says CLARITY Act “Needs Changes” Before Senate Vote

Before the Senate passes the CLARITY Act, the Wall Street Journal Editorial Board called on Senate Republicans to make changes to it, according to a new report. The crypto bill “could exploit this exemption to route illicit payments,” the WSJ stated.

 

The editorial cautioned that some decentralized cryptocurrencies could be exempted, which would lead to weaker anti-money laundering regulation. This exemption “could exploit this exemption to route illicit payments,” it said. It also stated that the bill may allow stablecoin issuers to provide yield through exchange “rewards” to work around the GENIUS Act. The board said that Republicans are “rushing to pass” the bill, and should address these issues before approving.

CLARITY Act Senate Vote At Risk of Failure As Democrats Firmly Oppose

The CLARITY Act is still facing a procedural vote on the Senate floor this week. However, that vote is now in doubt as Senate Democrats are still opposed to the legislation without additional bipartisan talks.

 

Punchbowl News reporter Brendan Pedersen wrote on X that Democrats have reached a consensus that “without movement on ethics, illicit finance and stablecoin yield — a cloture vote this week on the Clarity Act will fail.” He added, “Democrats won’t be moved by crypto cash at this point.”

 

Even though a number of policy issues are still to be resolved, Senate Majority Leader John Thune is still trying to move forward with a procedural vote before the August recess.

Breaking: US Senate Still Omits CLARITY Act From Today’s Agenda

The U.S. Senate’s official calendar for Tuesday, Aug. 4, does not have any CLARITY Act activity scheduled on the floor today. Senators will be back in the chamber after leader remarks to consider the motion to proceed to H.R. 6500, a continuing resolution, at 10:00 a.m., according to the Senate Press Gallery.

 

There will also be votes on the nomination of Erica Schwartz as CDC director and a group of 74 nominations. Although Tuesday’s agenda for the crypto bill was skipped, Senate Majority Leader John Thune has indicated the CLARITY Act is still a top priority and the most likely procedural vote is Friday, if cloture is scheduled for Wednesday.  Read More.

Cathie Wood Snaps Up Coinbase, Circle Stocks Ahead of Friday CLARITY Act Vote

Cathie Wood’s ARK Invest made another major purchase of Coinbase and Circle stocks with a total purchase on August 3 totaling $9.42 million. The buying came as the U.S. Senate deliberated on the CLARITY Act, a major bill on the crypto market framework.

 

Senate Majority Leader John Thune said the bill is still a priority, but hasn’t yet appeared on the official Senate floor schedule. CLARITY Act Eyes Friday Senate Vote As Thune Signals Progress

 

Senate Majority Leader John Thune said he believes a procedural vote on the CLARITY Act will be held before the end of the August recess. “I think market structure we’ll get a vote on. Whether we can get on it or not, we’ll see,” Thune said. The bill, however, has yet to be placed on the official Senate floor schedule and has not been introduced as a cloture motion has yet to be filed.

 

Meanwhile, crypto analyst Ted Pillows claimed that the deadline is closing in. If Senate leadership does seek cloture on Wednesday, “the earliest vote would likely be Friday,” he said.
