BREAKING: Clarity Act “First Thing When We Come Back,” Senator John Thune Confirms

Senate Majority Leader John Thune confirmed that the Clarity Act will be queued up first for a floor vote when the Senate returns after the recess. The comments come after a Democratic filibuster delayed the procedural vote on the crypto bill to September.

John Thune Clarity Act Will Be “First Thing” on Senate Floor in September

John Thune promised to bring the Clarity Act on the full Senate floor first when Senators return from recess. “We’re getting that queued up first thing when we come back,” he stated.

This would require a cloture motion filing by Thune to begin a procedural vote. The crypto bill requires 60 votes to overcome the Democratic filibuster, with 53 Republicans in the Senate.

Thune claimed Democrats pressed for no Clarity Act vote as negotiations continue on ethics provisions, illicit finance, and consumer protection, blocking a pre-recess vote on the crypto bill.

“The Dems are insistent on no Clarity vote… I worked with sponsors of the bill. Senator Cynthia Lummis was great,” he added.

Meanwhile, the crypto industry also awaits President Trump’s approval on the new bipartisan ethics counteroffers sent to White House. The decision is expected in days as the White House began negotiating ethics provisions of the Clarity Act with both parties.

What’s Next for the Crypto Bill?

The Senate is scheduled to begin its five-week August recess today and is expected to return in mid-September. Senators will have a 15-day window of session before focus fully shifts to the November midterm elections, with Trump pushing to pass the SAVE America Act.

Meanwhile, Senate Minority Leader Chuck Schumer wants to give Clarity Act talks more time. The crypto bill remains stalled in the Senate as Democrats and banks raised concerns over current draft language on ethics rules, illicit finance, blockchain Regulatory Certainty Act (BRCA), and others.

Meanwhile, Senator Thom Tillis backtracked on ethics to reporters and confirmed that the White House has not been in touch on the bipartisan ethics deal. “Hopefully we’ll hear back,” adding he may release his proposal publicly.

Senator Cynthia Lummis is expected to continue to work on text over the Senate recess, primarily on addressing the remaining ethics and issues. She is also in discussions with Senator Josh Hawley to resolve concerns.

For the crypto industry, the September window is widely viewed as the last opportunity for the crypto bill this year. Missing it could push Clarity Act into 2027 or later. Polymarket shows a 14% chance of the Clarity Act signed into law in 2026. It fell after Senate Majority Leader John Thune held off on a cloture filing earlier this week.
